Because it's not needed anyway. Like some other user said, last water GW only one of the top 3 teams had two characters with the same proficiency, and all of the Ultima Sword teams were replaced in like the first day or two by luchas running Okto/Sarasa/Filler.

-Aim to be within Individual Rankings
-Communicate on Discord regularly and can follow orders during GW
-Willing to progress in the game (Ranking up, farming for the eventual powercreep, JUST PLAY THE GAME etc)

If their party consists of characters all with different weapon proficiency, it's safe to assume that they don't run Ultima. And if they do run Ultima and only one single character is benefitting from it, it barely makes a difference.
