As far as we know. Muramasa isn't' a proper HS since he doesn't have the feats to back it up.
Even with merging with Shirou summoning him isn't possible by normal means as he said that he was summoned by a "god". Whatever that may entail.
In terms of abilities, he's definitely a hybrid or himself and Shirou since he does a whole chant and shit to trace a Muramasa sword to cut the castle in half.

VN's need a strong and overbearing BGM at all times because they're heavily reliant on music to help convey mood along with the text since making a million CG's is far too resource heavy so the visual aspect has to be compensated for.
Miura said in an interview that if the art is good enough, less needs to be said and the same can be applied to his work as sound director. Miura really wanted the visuals to carry the tone of the show but he fucked it all up. Maybe Fukasawa could have done better but final call and direction of the music was ultimately left for Miura.
I really don't know why ufotable is trying to be like Hollywood where they have the Director have complete control over everything but it takes an incredibly competent director to make that work and even Hirao was pretty bad at sound direction in GE.
