When I had my big building in maint phase we never got deff, and in all honesty I found it more fun to build where I wasn't suppose to. I made a nice little pad north of the detective's office on box, and then cut through his office on the left side whenever he wasn't there, connecting to the maint north of his office to the maint south of it.
