Years ago in Wrath I remember being in dungeon finder (Culling) and there was a druid healer that was using a mish-mash of old tier that let him just always use tranquility the entire dungeon, literally that's all he did.
We were all fully healed the entire time and he was like millions in overhealing at the end.

What raid tier Mish mashes and talent choices would allow that?

That's a holdover from a mini holiday they did last year. Horde won so that's why there's horde banners flying at the AQ gates
