At least 28 definitely. They can say the character select was a placeholder or whatever (and I have my doiubts about that desu) but they knew what they were doing. So yes, I do think there is a chance of 7 RWBY characters. They'll probably be 35-40 characters in the end I think. Probably a little more BB than anyone else of course.

It could be, the simplified movesets and spritedump obviously makes it waaay easier to throw characters into the game, and while some sprite changes have been made to things like the shading, they could just toss in 35 characters without too much trouble. It's just a question of how much do they want to make DLC in the future.

I just hope at least BB will get more than 7 characters. All my favourites are probably screwed otherwise.
