You still have a three buff maximum, so you'll hit the same issues. My current party hits three buffs on 4/5 party members on the first turn of combat, so it's definitely still annoying.
Dance oracle applies a 1.5x damage modifier (at max rank) to any attacks that come after it of the same element as the dispelled buff.
It's not actually a resistance change at all- for example, it still works if you dispel fire and then use a chain fire against an enemy immune to fire but not to stab.
