You would be surprised, according to IX, the Third Army alone should have around 500 mages. And the magic education there is so great that it allows their fairly talented mages learn such an advanced Spell as Bitch Surf. And as far as I know it is the Helman's trademark spell developed by one of its prodigies that Zeth and Leazas so woefully lack.
