Second row, first one is actually really good. That's Indianapolis. You definitely want to level her. She gets very tanky, and if you pull her sister Portland, you'll have a very durable midline since Portland has a skill where gets a massive buff from being on the same line as Indianapolis. Puts her on par with upper level SSRs once she gets her Retrofit.

You should consider Suffolk as well since she has a retrofit which is pretty good.

You haven't set a team.

Go to Fleet, select a team. You need at least at least a Flagship and a front liner.

You do that by going to the Fleet Menu (the blue one next to Weigh Anchor, not the bottom right one).

The bottom right Fleet menu is clans. Left option to make your own, right option to join one. Ignore it.
The blue fleet button next to "Weigh Anchor" is where you set your team.

You send units out to do an expedition. They come back after the determined time with goodies. You can't use them for anything else if they're on expedition, nor can you change their gear. There is sometimes requirements such as needing at least one boat of a certain level or using a certain amount of boats.
