saddly everything you asked is left as speculations, we do know monika was written in the story and she was only meant to be a background character acting as the "glue" so the main character would connect with the club and choose one of the three romance paths, and that's it.
There is nowhere it points if the game gave her that ability, if she already had and corrupted the president position, only the extra info given was during the long talk to her alone in the end that she was the one who wrote and sung the ending credits, and her power to know she's in a game actually works when the game is closed, to a point it's kind of a torture to her

She was intended to be the club president, a mascot character for the game of sorts. She had no route and would have been a supporting figure in every other route. Somehow Dan misplaced a semicolon somewhere and it caused whatever character designated club president to gain sentience. None of it was intentional.
