Soon enough, the matter of rearmament rears its head once again. With the new Wehrmacht reaching basic operational efficiency and the various armed forces headquarters planned by the central government finally operable, Germany must decide how she is now to spend her not-inconsiderable resources.

Goering is quick to suggest a further expansion of the Luftwaffe, but as an air force at all is itself a violation of Versailles (and one which, as-of-yet, the Allies have refused to comment upon), Hitler is reluctant to expend resources on antagonizing the western powers. Requests for naval expansion are likewise flatly turned down by Hitler on the grounds of unreasonable expense while the armed forces are still lacking.

Yet when the generals duly recommend an expansion of the infantry, Hitler is uncharacteristically recalcitrant. Thirty-two divisions was already a momentous break with the spirit (and letter) of Versailles, and Germany actively thumbs her nose at the west by putting 100,000 men through armed forces training every year, as well. Fearful of potential counter-action, especially following the re-occupation of the Rhineland, Hitler thus vetoes direct divisional expansion, at least at this juncture.

The Fuhrer, along with recommendations from Beck, von Blomberg, and Heinz Guderian, works to outline a plan not to expand Germany's standing divisions, but to "enhance" them with the introduction of "basic support systems." On paper the plan sounds simple, but the reality is the production of almost 5,000 tanks to support the Wehrmacht "at every angle, from every division."

In Guderian and Beck's thinking, a general dispersal of medium armor throughout the Wehrmacht will prevent enemies from ever being able to take advantage of a Schwerpunkt--a critical point--by strengthening Germany's basic divisional structure, while simultaneously allowing a basic infantry division the kind of power necessary to take advantage of the Schwerpunkt of an enemy.

Relations are still strained, but naught of great import has yet occurred on the international stage to warrant worry.

In Spain, the nationalists have spent the last year securing the north, capturing Madrid, and punishing the now overtly Soviet-backed Republicans. Although the going has been slow and Barcelona has been lost as a casualty of the focus elsewhere, with Madrid firmly in hand the Republicans are unlikely to be able to recapture it. Although the civil war might last as much as a year more yet, it seems a foregone conclusion that it will end in the nationalists' favor.

In this quiet time of slow rearmament and little international uproar, the only real move of note is Hitler's formalization of the previously-disgraced SA as a militia force. The move is yet another underhanded one meant to strengthen Germany's armed forces without breaching thirty-two combat divisions, but by definition, training, and equipment, the newly weaponized SA will truly be a militia force, well within the stipulations of the treaty.
