Both and kinda answered. I asked it because last thread somebody told about Merkava and Hilda and didnt have time to ask whats the deal with them

Merk is at this point, just a neutral character as far as story goes. Has implications being the one who killed Orie's parents. In-game, people like him because he's the least anime looking character and has wild looking normals and specials. Hilda is the primary zoner of the game and she's both rich and haughty who gets on the nerves of her own closest friends.

if by special you mean unique lines of dialogue depending on team combinations then yeah probably, it's not like they require a lot of work to add. Just ask the VAs to record a few extra lines
