At some point, it was thought that Sistermon Noir would have been seen as offensive so Bandai JP made another Sistermon species called Sistermon Ciel with a mouse motif and blue hat to replace it. Where the information that it would be so or why that out of all things to change is unknown at this point.

Ciel is not Noir, they removed Noir, because she was deemed "offensive" by someone, and created Ciel. Though to create Ciel they used Noir's basic model and made changes.
