Because OW had him as a character from the start and everyone walks slow as fuck in OW except for people being buffed by Lucio or Ana, so he can keep up. Meanwhile in Paladins, everybody except for like 2 champs have some form of skill that allows them to quickly move to a platform out position out of a melee champ's reach.

If they wanted a melee champ to work, they've need to have Zhin level of mobility as well as high movespeed.
