The FoV increase does next to nothing for you. It's like 10° total. It's not worth either of the perks. Shadowborn's FoV increase is only somewhat useful on Nurse because you can see a little more at the sides of the screen while in and coming out of fatigue, potentially spotting someone. But Shadowborn is only useful because it makes the view a little brighter and clearer, although this was nerfed considerably with the engine update.
Monitor & Abuse's most useful aspect is the terror radius decrease.
