Yes, there is no reason not to do this every month. A 10 roll is 250 gems. This bundle gives you a 10 roll and 5 AP and BP refills for 200 gems.

Normally you roll with gems but you can buy one ticket a month for 50 gems less than a roll, plus you get AP/BP restores potions. You roll with the gems/tickets by pressing the kyuubey in the menu.

The first two options are no brainers. The tickets alone are worth more for rolls than the gems you spend. For the other two, 5 full AP potions is almost certainly worth more than one roll unless you're just drowning in them and think that roll will be the 1%.

It's definitely not useless. How often do you put status effects on someone? In my experience if I put a status effect on someone they're moments away from dying anyway. Dodging an attack while bound doesn't change a thing.
Well. On the bright side, it gives some extra counterplay opportunities against dodge, if you hate it enough to equip weird skills/use low tier megucas.
The big change is getting rid of stacking, but putting one dodge memoria on key megucas is definitely still worthwhile, if you want to gather offline wins.
