I think Cleveland's is a bit overdesigned to be honest. It has the problem where you look at it but nothing really works as a focal point but at least it fits her character. Ayanami is probably the cutest (not really a surprise because she has the cutest base design of the four). Shouhou is pretty cute as well and has an amazing chibi sprite. Who cares about Kagerou but at least her mummy theme stands out. Over all I think they didn't go far enough with the Halloween theme. It's just a lot of orange and a lot of outfits that look witch-y. Then again I'm not generally a huge fan of Halloween.

The main reason is that it doesn't have a prestablished fanbase like FGO or FE. Nor has it become E-sports central like Granblue yet.

It's also basically their first Halloween event though

They like her because she's the poorfag goddess being one of the best ships and only an elite that can also be farmed for. Also there's a lot of meme value what with the deal with it glasses, aniki and trapfags yelling about her dick. Some people also just like tomboys and there aren't that many in the game atm.
