I would expect that if the game is free to play. Im not sure if they've announced whether the game is free or not, but if you have to pay for the game I would imagine any transactions that are available are completely optional. They have shown demon fusion, so it doesn't seem like they are too keen on charging their users for new demons.

I wonder what happened there. The game was advertised as having the largest amount of demons ever, but in the end had less than SMTIV, due to cutting all SMTIV demons that didn't get new art. So, at some point they seemed to plan to make them available.
