I did some tests on the new hp regen formula.

>level 25 dragon knight with armlet, double passive talent, and the 40 str talent (161,5 total str including 25 from armlet active)
Old formula: 0 + (0,06 * 161,5) + (24+7) = 40,69 hp/sec. Old armlet drains 45 per second, leading to a 4,31 hp drain
New formula: (0+1,5)+(4+20)*((0,007 * 161,5)+1) = 54,33 hp/sec. New armlet drains 54, leading to a 0,33 hp regen.

I'm aware the 40 str talent didn't exist in the old patch, but adding a heart instead would just muddle the results. Buying a pipe adjusts the results accordingly:
old: flat 12 hp regen increase
new: 8,5 regen on item, 18,11 hp regen increase after str adjustments. Meaning you need at least 58 str to break even with old pipe.

>level 15 doom with scorched earth talent (old 55, new 40) and vlads in inventory
Old: 0 + (0,06 * 80,5) + (55+3) = 62,83 hp regen
New: (0+1,5)+(40+2,5)*((0,007 * 80,5)+1) = 66,45 hp regen

>same test without the talents (old 40, new 30 scorched base regen)
Old: 47,83 hp/sec
New: 53,16 hp/sec

How do you build him now? He mainly needs mana and a way to keep people in the nethertoxin. Atos rush? He already has a lot of slow though, so maybe Veil first? Straight aghs rush with an aquila early?

What makes a carry a carry? Jugg is a carry because he has spell immunity and a crit skill. When the damage from talent gets as high as 250, that's by itself as good as a full crit skill.

Str provides percent increase to health regen

slark is unironically a bottom 5 now after the buff to hex (including lions and shadow shamans hexes)
other heroes in the bottom 5 are probably melee mids that really arent viable safelane like ember spirit, unless its melee vs melee, i think the only melee mids left are dk and maybe bloodseeker.
