I always put up the second depending on what people are leveling at the time. Heat of Battle is obvious, but if people are leveling DoL, I'll put up Earth and Water, if they're leveling DoH then I'll put up Helping Hand. At the moment my FC has people doing both, so I rotate them. When it's less about people leveling I do reduced rates
