Flowey's background is so similar to Swamp Thing's background that I'm not sure if it's a coincidence. They're both plants that got exposed to a combination of weird chemicals and a murdered body and then managed to extract the memories from that dead body to gain a consciousness.
But I don't think it makes sense to talk about whether it's canon. It's subjective. You can agree about all the relevant basic facts and still disagree about whether Asriel is Flowey or not, so it's a semantic discussion, not a lack of clear facts.
