Rolled for Pen and got Yan instead. Didn't really need another assassin since I also rolled Wu and Robot recently, but at least I got a new gold.

EX means better in nearly all cases, especially when it comes to skills and stats. Jeanne's EX rank MR makes her all but immune to magic compared to A which is immune to all but the strongest, Spooky's PC makes him impossible to detect even when he's moving your body and drops to A+ when he attacks instead of ceasing to work, Mad Enhancement EX drives you irrevocably insane to the point that no understanding is possible while giving high stat buffs etc.

He gets EX rank ME because it's that insane for him to ever accept his vampiric powers at all, but I do agree he's not quite Spartacus or Kiyohime. Even so, one example where it's less fitting than usual doesn't invalidate stuff like Cu Alter's STR explicitly rising from A to EX when he uses his NP, or how the other skills I described are clearly superior versions of lower ranked skills.
