No, that is a recent thing they introduced.

If the ult has a wind up time you used to lose your ult charge equivalent at the rate of the wind up time. This mean if you were interrupted and killed, you got to keep some charge if you didn't fully wind up.
Now it all goes away the moment you hit the ult button.

Really the only reason Pharah feels "overpowered" is because not only does she have this retard mode angel constantly on her, but they also weakened McCree and Soldier. If Soldier had his 1 damage back or McCree had less falloff it would be fine. I don't think Pharah should be nerfed because she doesn't need to be and you can't just keep making characters less fun.

I was playing Tracey. I might go back to Mercy, I don't find her fun anymore after the rework but people were a lot nicer to me when I played her.

Personally I don't mind Guardian Angel's cooldown. It just makes it easier to tilt the Pharah by telling her it was Mercy's fault she died when I decided to fly up and given the ol' Dragon. It almost always ends up going that everyone on the enemy team starts bashing the Mercy.
