I don't think its the order that makes people like them its their roles in the story. Ann gets parts for the whole game, and Makoto makes many appearances way before we get her. Futaba has Sojiro phone calls, but Haru only appears shortly before Hawaii. Haru should have been given more appearances, even if we can't interact with her.
