Do quests with a big focus on the bonus objective quests. Do legion invasion quests whenever they're up. You can easily level every 1-2 hours that way.

Dungeons for me gave about 20-25% of a level and usually took about 15 minutes. Much faster if you have a friend with a character that can just boost you through normal dungeons too. You'll get instant pops as tank too.

It may not happen now but it's going to happen eventually.
