Should I merge them or save the spare for Wo Dao fodder? I would want to pass the Wo Dao to either Caeda or Draug but I don't have them at the moment, I already have a built Seth with Wo Dao so I don't need it on another cav.

I generally feel the same way but I'm not really sure who I should even give it to, Karel is fine for an infantry user of Wo Dao and have Seth using it for Cavalry so I'd want to give it to a Flier or Armor and that really only leaves Draug, Palla, or Caeda.
I could give it to another infantry but I can't think of who it should be.
