I think a lot of the problems with 4 can be traced back to basic game design.
You have all these different people trying to make their own game. Some want a first person shooter, some want an open-world crafting sandbox, some want an immersive narrative...at the end of the day, you kind of forget you're supposed to be working on a RPG.
FO4 was one of Bethesda's most ambitious projects to date, but its lack of direction and communication between developers kind of gimped what they were able to do. That's not even getting into the problems with lore, internal consistency and such.

Dragon Age Inquisition had a clothing crafting system that let you design your outfit with materials and patterns and colors and stuff like that. fo4 already has the "collect stuff and then bring it back and make stuff" theme, so it seems like it would e sorta easy to create a system where you can find specific items, like an old stash of denim in Fallons or some red dye at the paint store and stuff like that, and bring it back to a new crafting workbench and use it to create new clothes, that you can integrate into the craftable settlement clothing stores that are already in the game.

So I've been playing FO4 for almost a week now. My NV is modded to hell and my FO4 is still vanilla for my first playthrough.
Here's what I've observed of FO4 from NV
+ First things first, it's a straight upgrade from an almost decade old engine - Still somehow manages to be as clunky as gamebryo at times + Power armor is amazingly done and feels just right - Regular armor is ugly as hell + Weapon modding is vastly expanded and really customizable - But is that Bethesda's excuse for bringing the base weapon variety to 0? - Hunting Rifle sucks now and has a left hand bolt - What weapons ARE there aren't all that enticing; the Assault Rifle is ugly as fuck. -/+ Story isn't nearly as captivating as NV but I personally don't care about the story + Graphics look great in some places... - ...And somehow worse than NV in others -/+ Don't know what to think of Settlements. They're pretty neat I suppose and base building is fun, but I don't want to end up babysitting half the map. I'm not here to play fucking neopets. + Vertibirds, woo + Artillery, woo - Hitboxes are pretty gay + Enemy AI now has INT 3 from the INT 1 of Gamebryo Fallout + I actually like this perk system compared to NV + Dogmeat is a good boy + In NV you could have a nonhuman companion plus a human companion. In FO4 you can't (unless you need a perk?). Fucking stupid, there's clearly the groundwork for it as you team up with Doggo and Valentine to hunt cyborg man, but you can't do it permanently. I like the doggo, Danse likes the doggo, we should be able to take the doggo. -/+ I spent half an hour trying to find out what that meowing noise on the Prydwen was + Level design is absolutely amazing and one of my favorite parts + Another favorite is that you can literally walk away from dialogue - New dialogue system is trash and feels like it was put in there for consolebabbies - Sidequests more captivating than main story - Sidequests are repetitive - Beth still thinks making things bullet sponges is hard

Perhaps some semantics. In FO4 to feel like I'm playing a different character my main method has to be to say no or yes to features like settlement building, robo building, power armor. In NV my main method would be to use perks and go through quests in different manners.

What if I didn't want to have a background as a soldier or a lawyer (even if soldier makes more sense), what if, what if... + Bethesda seems to have learned shades of gray from Obsidian - the BoS are now perfectly morally ambiguous instead of being jerked off as the default good guys + Weapon/armor mod system means you actually have a reason to collect all the fucking junk in the world now - You are overencumbered and cannot run! Halfway through a quest + Beth seems to have borrowed a LOT of elements from the NV mods PN, LP, AP, and others - which is awesome - I haven't seen any of this paid mods fiasco and game updates breaking everything, but I imagine that's going to be god awful to deal with once I do start modding FO4

That covers quite a lot, but I really don't think you've really encapsulated it entirely. The biggest issue I find is that it's all so shallow. There's a lot of game there, but I feel next to no reason to connect with or indulge in any of it!
Take settlements for instance; I COULD build them everywhere, make a little house for everyone, decorate it and so on... But why the fuck would I? It's tedious; it feels trivial to have to place everyone's bed and home; there's very little mechanical benefit; and to top it all off, the world just feels EMPTY because it's like Bethesda expected you to provide all the content yourself. But no matter how big and impressive I make Sanctuary or Starlight or wherever, they're just scenery; set-dressing and busywork! It'd be something else if it was less banal and time-consuming, or by building certain things at certain places, you attract certain NPCs who might have quest lines for you, but no... Everything feels like Bethesda just threw it in there with the minimum of work.
