I've been experimenting with Urgot runes trying to find perfect combo that suits my playstyle and I've found it to be :

Domination
>Thunderlords (best option)
>Cheapshot (better than SI because of true damage with Q)
>Eyeball Collector (for stacking)
>Hunter (the healing one)
Sorcery
>Transcendence
>UltiHat

UltiHat ensures that my ult has 48CD on level 2, and 36CD on level 3. Trans. pumps my excess CD into AD, making me a tank with a shitton of AD. Build being BC, DD, Warmogs, SV and FH gives me 40ish extra AD, pumping me to 350ish AD while giving me a shitton tankiness and survivability.

I've found that Sorcery secondary tree is mandatory. Inspiration is shit only due to AS bonus it gives me, something I really don't need on Urgot - otherwise PTA + enhancing takedowns (synergy is good with ult) would be golden. If only we could choose stats we gain instead of them being tied to one runepage.

Should I try out Precision + Sorcery instead of Domination + Sorcery?

I miss mr blues, poke mages shouldn't be allowed to do this much damage

The idea is that you use it on supports who don't need to deal any damage in lane, and exist PURELY for heals or CC and nothing else

ex-challenger player here, but terrible at theorycrafting/prediction, and I must say that even the first iteration of celestial body, who was -5% damage and not -10%, felt kinda weak to me
Even tank supports don't really want to lose on their base damage during early laning, it can make the difference between a lost or won lane.
Technically can be used on a healslut support if you really are not going to interact with your enemies, but, eh, surely you'reb etter off with -5% on all cooldowns instead..?

Ivern, I guess, since he doesn't deal damage to monsters, and most of his gank's damage is from redbuff (true damage, not reduced) and when using his E on allies it counts the damage as being dealt by the ally and not himself.
