Nothing will save staves without a total overhaul of how staves work. In order for staves to not be shit they would need to change:
-Staff users arbitrarily having lower BST
-Staff users arbitrarily doing less damage without a skill that is locked to a single 5* only unit
-Staff weapons arbitrarily having shitty damage
-staff users arbitrarily not having access to half the good skills in the game

Once they fix all of that, staff users might be usable.
