The problem with controllers isn't sensitivity, it's reach.

Pros play with low mouse sensitivity but with giant mousepads. This lets them do highly accurate flicks while also letting them be very precise in situations where you need minor adjustments (for instance when sniping).

Even a casual PC player with a generic mousepad will still have a leg up on console players, because the increased reach enables quick flicks. Something you just can't do on a console, because controllers have their movement sticks limited to a very tiny control area.

This is why when you compare gameplay between PC and console players of a similar relative skill level, PC gameplay looks faster and more accurate.

I liked the way spotting worked in ghost recon, where it gave a static red outline of enemy's silhouette for a few seconds. It was very intuitive and also allowed for better wallbanging and such.

Yes, it only reduces hipfire spread and nothing more. AFAIK it reduces the spread by a flat value, not percentage, so it's better to put laser on guns which already have low spread, because it won't make that much of a difference on high spread guns.
tl;dr: use it on shotguns and shield pistols. If you really, really like to hippfire, you can also use it on sertain smgs with low base spread. Anywhere else it's a detriment.

that's where you're wrong though
there's a time and place for hipfire, and outside of shotguns/pistols there are a bunch of ARs and SMGs that benefit from a laser
best example for weapons to use a laser on is the PDW-9, which gets a hipfire cone tight enough to kill people reliably even at medium range
(angled grip is also great on it because the ADS animation gets cut down to a mere 7 frames)

weapons with angled grip additionally benefit from a laser
since your cone of fire tightens during the transition between full hipfire and full ADS, with a laser you're starting with a tighter hipfire cone and are thus more accurate throughout the whole transition
hibanas rifle with laser+angled grip works great because of this
