It got nerfed. If you're actually talking about the new stats, it's a pretty fair tradeoff: defense against flare harassment/pyro ambushes in exchange for being even more gimped in close quarters.

I think a lot of the downside with the shields is supposed to be that they don't have a stickybomb launcher, which is probably a (poor aiming) demos most powerful weapon. If you're having trouble with demoknights just adapt-- Listen for their charge yell and stay out of range. Switch to Scout if needed, Demoknights are basically free kills for Scouts and anyone attentive enough to outplay them.

Spy is the worst class in the game overall. Spychecking and killing Spies is not hard. Even when they have some gimmicky thing like the Spycicle, you should not be having trouble killing them.
