you max third skill (allows you to have crazy farm with quelling blade) then toss, alternatively you can still go for maxing ava/toss if you think that you 100% gonna utilize it (like if you are mid and buy fast blink to feed off shtity carry like weaver who is too retarded to buy raindrops or something)
general item build is wand/aquila/quelling blade > treads > and then buy whatever you want sange/yasha or echo sabre are good followup items that accelerate your farm and then you can buy like a blink or sb for mobility
your ult makes some stuns a literal joke and you have pretty shitload of hp by default so its nice if your mid picks something that can utilize tanky front carry and pick sniper or some shit
also x3 toss talent is a bit of a meme, -10s tree grab (thats lvl 20) is what you want

Keep the wave frozen near to your tower to stop him trapping you with wraiths. If he can flux + confirm a wraith with each hero after he hits 6, he can likely kill you.

Midgame sb gank his jungle, he's pretty passive sitting and hitting creeps till he gets his items. You can also flashfarm faster in the midgame until he has midas/mael/bots to snowball ahead of him. Look to strike his team when his double is on cd, he'll rarely commit himself without ult.

Lategame you just want a bkb+mkb, jump on him and slap him in the face till he dies. Do this when tempest is down.
