How would you fix the Heavy? Make him not only fun to play with/against, but take a modicum amount of skill to use/fight against (at the very least, more than Pyro).

Heavy is stronk now as he is. IF anything he needs more distinctive synergies with Engineer now. Some new secondary to give boosts and bonuses after he took a tele would be pretty good.

Try tracking people with his Minigun, you'll realize it's not a Flamethrower. See shitload of videos on youtube about Pyro's seizure aim.

Entire class is a walking Sentry Gun by itself and still get demolished by burst damage (demo, sniper, spy) and suffers critical hits. So reducing his health pool just to make him fit in the casual-pub meta would be dumbest thing one can think of.
It's the Heavy's design by his core, he stoods as an obstacle against the enemy team and dies for his Medic. He can be wiped out by any sort of burst damage by a capable team anyway. If he can synergize with his teammates other than Medic only then he'll be a last resort utility to bring out the big guns more often.

That's what unlocks are for. Lowpander shown that Heavy is not weak in the least. If anything any Heavy worth its salt should be able to go fatscout on anyone's ass from chokes.

Generalists do whatever generalists do and have their fun in fast 6s, specialists stay by Engi and die by Engi because they aren't in the comp meta. For me, casual meta equals Engineer because that's what matters for an average publing to win a game. What I'm trying here is giving them more purposes and responsibilities to have, by pseudo-buffing them.

I have Pyro for that. What I'm offering here is about teles, a simple damage mitigation buff upon taking a tele would make the Heavy a shocktrooper and I like the idea of it.

Valve hates competitive players because they don't play the game as intended.

TF2 is meant to be a fun game. You are lucky they even gave you a "competitive" mode but you don't even use it because you want to stick to the stock settings you use where you can't even use the weapons that are in the game.
