Pubs have been incapable of understanding that from the beginning of time. Also 99% of pubs are stealthshitters who got the game to play stealth, not loud.

That and since you ever only see non-full lobbies, you are either going to get lucky and get into a lobby with competent people the moment it opens up, or going to get the trash who don't have full lobbies because pubs keep leaving on failure.
