Because Grail is Spiritual object, not physical. Thus only servants that are also spiritual can touch it, mages cannot interact with it on their own.

Because grail vessels (Iri and Illya) needs to be filled with heroic spirits before it can even function, only then can the greater grail be opened. This is all explained, stop asking basic stuff.
