No, there is a serious power creep in Overwatch where the easier characters are stronger than the harder one. McCree is outclassed by Soldier 76 in every situation: Soldier got more sustain, more mobility, more sustained damage while McCree has mediocre mobility, no sustain, one CC, and he don't have sustained damage because he has low firerate even thought he hit like a truck if he land his shot.
