Year 2 season pass doesn't include any operators from Year 1. I believe the only way you can purchase the year 1 season pass for the operators is from a hard to find digital key.

You can't buy it officially anymore. You may be able to find it on key reseller sites, but make sure it's for season 1 and not season 2

If you just want to buy the Year 1 operators, go to the "Unlock new operators" section of the game's main menu, scroll all the way to the bottom, and there will be a Year 1 operator "Legacy Bundle"
