The Gigatech Cyclone was a straight shoutout to one of the Fatal Fury OVAs, because that was apparently his super in that anime - it was Terry's super at the time, and Krauser demonstrated his dominance by replicating it and beating Terry with it. Then Terry replaced it with the Power Geyser and beat Krauser.
Just like Joe's VA, SNK decided "hey that's pretty cool" and made the Gigatech Cyclone a real super for Krauser.

Going by what some people seem to say about character design in KoF would you rather want a westerner's OC DONUT?
