I make over $15 an hour and it's still not livable because we don't get enough hours. Some $13 an hour dude can actually make more than me simply because I don't get enough hours at work. This is how they get people, post high wages then cut their hours continuously.

The best bet you have is to find a salary job but then you get jewed out of money by them making you work too much and not getting paid overtime. You can't win.
