Tokiomi was clearly the better of the two. Tokiomi did one bad thing, but made up for it. He also helped save the world, as it was his jewel that saved Shirou and Shirou saved the world. Kariya did nothing good. He couldn't even kill Tokiomi. All he did was create problems.
