Tamamo is basically Merlin for Arts teams. A team that has Artoria Archer or Vlad + Tamamo + Waver is one of the very best teams for high difficulty content.

Revealing rates doesn't actually affect the popularity of gacha because the people who actually understand how probability works are an extreme minority. They see that "1% for an SSR" and don't get that it means they need to spend more than they would ever spend on any normal game to get even a semi-realistic chance of getting their waifu. Their delusion is further fed by all the people posting "I got two copies of her in three tickets, it could totally happen to you!". Yeah, it could, but the odds are absurdly against it.

Richard Garfield (the creator of the TCG meme which is basically physical gacha) suggested that instead of rates, every game should post the amount of money you statistically need to spend to get everything in the game (in FGO's case, that would mean the amount of money you need to spend on 10-rolls to get every single servant to NP5). That would make people actually think, because they'd look at a game at the app store, see "this game wants you to spend 487 million dollars on it" and realize how absurd that is.

In a normal game, you get literally everything by spending 60 bucks on the game + another 60 bucks on a season pass or something.
