Probably, she's from an outside world after all. Gensokyo isn't completely separated from the outside world. If she didn't have one, the Kappas can manufacture one just like in SA. Stuff like sunlight, wind, temperature, ect in Gensokyo are from the outside world. So maybe satellite phone signal can enter it.
