It looks like that build is focused on being a debuffer in which case she doesn't need her attack. Her attack isn't that great anyways so in that case losing some is fine; however, her res is shitty anyways so she shouldn't try tanking mages, so my femui uses +Spd -Res. Not sure if that build is very good, either.

Growing wind comes the closest. It just misses the very outer 4 peaks. Growing light also misses 4 but those are adjacent so it hurts far more. Same goes for growing flame but then on the verticle way, and imo verticle aeo is a lot better in this game. All but growing thunder loses out on 4 spaces compared to savage blow.

For a very long time I thought those aoe specials like blazing wind had a version with lower cooldown. So it deals the same damage as rising and growing but instead of having a bigger aoe or more damage it would have a 4 cd instead of 5.
