Its always a terrible idea, just like adding a chem dispenser to science so they can make literally one chem instead of a machine that makes that chem. It devalues the actual chemist. If an engineer wants hyperzine, he can simply go to the chemist and actually interact with them, not just get it round start for free along with all other chems while the chemist kills itself because it has no value anymore.

Engineering doesn't need more acid than what they get. Their suits have minimal slowdown too, and if they cared enough about hyperzine they will never get turned down at chemistry. One thing you didn't mention but is somewhat valid is antitox when they get irradiated like retards.
Security already gets roundstart medicines and chloral.
Service subsists from gift economy with Chemistry.
