The main point is that most fights in Undertale are accidents. Magic is how monsters express themselves, so kids and hormone-imbalanced teenagers throw their magic aka emotions all over the place and don't realize they're killing you. On the other hand, most NPC interactions are with adults because they're in control of themselves. When an adult does fight you, it's never on accident.
