Hassan originally was meant to be like the weakest servant. His tactics are so straight forward, that as long as you entirely know what they are beforehand, you won't die.

He just fires off daggers at the speed of a bullet, and then uses Zabaniya. Kotomine can block bullets so he'll be fine. Kotomine would have actually been in trouble if Hassan had tried to fight up close, but Kotomine knew he was a coward and wouldn't do it.
