Viable meaning how many PvE builds for one particular class can you come up with that reach identical levels of DPS given identical circumstances. (i.e builds using vastly different morphs, skill combinations, and gear combinations that thematically fit with one another, and can compete within 1-2k DPS of the top meta builds). Builds that define a different archetype other than spam spam DPS. Let's say for argument sake 35k DPS self-buffed DPS.

How many builds using skills other than the aforementioned can you name? The fact is, there are so few class skills that each class is pidgeon holed into one specific build. They didn't give classes enough meaningful abilities to make more than one successful build. You can't say, specialize in a class specific tree, nor can you specialize in a guild skill in. Everything blends together into sameness.

The "stealth archer valley" is a meme for a reason - there is no parity among builds, and you CAN'T actually build around specific skills if you want to be successful at end game.
I find it hard to believe the level of cognitive dissonance you all must have in recognizing that the game pidgeon-holes you with what abilities you can use, and yet somehow still extolling the system as something revolutionary, or even desireable.

I don't understand this game and its Alliances. Am I unable to play with friends who play races from other alliances? Can I not go to their zones either?

You can not play with friends in pvp unless you're in the same alliance

In overworld you should be fine.

that used to be the case, where you could only visit the veteran only versions of the other alliances with only other vet players from your own alliance around.

it's all unified now and the whole world is scaled to max level, so only PvP in the Cyrodiil zone is alliance locked.

one of you should add the other to your friends list (it goes both ways), then someone invite the other to a group. then just go to the group or friends interface, right-click them (or... whatever) and teleport to them

once you're out of Coldharbour, you could take a series of boats to the area you want to meet.

or just right click->teleport to player to put you to the nearest wayshrine to them.

most quests can be shared, all can be picked up separately. I'd suggest just taking up the quests separately and doing them side-by-side, otherwise you'll be missing dialogue since only one player will get to talk.

choices might separate you where one of you decide to do something which puts you in different instances since different things happened, but that's confined to a small area you can just walk out of.

Yes, dude, with the way skill lines work, there are going to be "winners" among the abilities you can choose, basing that choice on pure DPS. Do you know why? Because it's really fucking hard to make abilities with different effects that can each be modified by different stats and passives match up 100% in damage, which is what you cancerous autists require for something to be """viable.""" You want class abilities to be better than weapon abilities, across the board? Congratulations, now no one uses weapon abilities AND even more classes are excluded from certain roles (including, but not limited to, your pet role) AND class skills end up being even more homogenized to make sure that one of them doesn't end up doing 0.01% less damage than its analogue on another class which would OBVIOUSLY make it UTTERLY USELESS.

Previous Elder Scrolls games didn't have any balance, nor did they need it, because it was single player. It didn't matter how OP stealth archers were. This game went so far in the opposite direction that stealth archers are literally the least viable build of any character at all.

Problem is there is absolutely no way on earth they could balance the system without you goddamn spreadsheet nerds breaking it within a week. Even if all the stats were all hidden you'd fucking use timers and shit to work it out. I know what you people are like.

If you're jumping into kyne, i'd probably recommend hitting up someone for some level 20 gear (shacklebreaker is a good all-rounder, but hundings/seducer/julianos are all good choice if you want to specialise) and finding at least 3 pieces of a set with jewellery.
Try not to have your weapons as part of the set though, because low level weapons have more of an impact on your performance than anything else, and you can swap out random weapons for more cheaply and often.
If you swap out your weapons, that level 20 gear will easily last until level 30
