Basically you can catagorize grail targets like this
1. herc/salter who recieve massive bonuses and you should definitely grail
2. Hans/cu who don't really get massive bonus but the bonus they do get is good enough to be worth it.
3. A handful of 5* jeannealter/Cualter/ maybe gilgamesh who get massive stat pools that arn't the most costeffective but do get you the most highest stat yeild
4. Servants who are already good with what they have and don't really need the grail because their kit will do the damage/keep them alive already, and while giving them the grail doesn't hurt it doesn't really help
5. Servants who get almost nothing, and are bad anyway.
