Wiki says that strength and duration have no effect on desecrate. Why do people build nekros with str and duration then instead of range and efficiency?

I just posted this in the older thread but betyer post it here if I want an answer.
What items beside resources cannot be traded? I was about to do my very first sale ever. A player wanted an Oberon Chassis bp (not the primed one) and for some reason I had one (don't even know where I got it from since I just barely unlocked Mars), so I invited him to the dojo but when I opened the trading window the goddamn blueprint wouldn't show up, only the prime blueprints of some weapons and warframes that I got using the brown eggs in void fissures were there and we ended up cancelling the trade. I'm pretty bummed, I was about to get 10p and get more weapon slots relatively for free but it didn't happen. Can you only trade for prime versions of stuff and not regular blueprints? If so, why is that?
