I'm voting for QE. I think her default CG looks utterly stupid (her design is fine, the art is just.. not good) and a new costume would really improve her. It's a shame she wont win though.

Cygnet and JABBERIN come to mind.
Most of the nip DDs are pretty good, especially Poi. Cygnet has one of the best retrofits in the game and JABBERIN's retrofit is also pretty good.
Javelin requires retrofit investment and then becomes an evasive monster with a torpedo barrage that makes her really solid
Yuudachi has absurd torpedo damage and a great barrage.
Fletchers are good for farming.
Z23 is a light cruiser disguised as a destroyer.

Because her best stat is worthless in this game. If we were following the nips instead of the allies AA stats and air superiority would matter a whole lot more in the later stages of the game.

The biggest impact you can make is expanding your backyard for 5/5 slots and also buying the second floor so you can farm non-stop without having to worry about morale degradation. After that it's a matter of priority - max bote slots was what I personally went for since 150 just simply is not enough, 200+ I felt comfortable with. Rings will increase stats and can sometimes come with an extra costume so there's that option too. You can buy the monthly "subscription" which gets you daily oil/money/cubes and also some diamonds straight up which is nice. Costumes have no real benefit but if you like someone and/or the costume is amazing then feel free to dump some money into it but, in my opinion at least, those should be the last thing you purchase.
