At this rate they release 2 per year and make 2 craftable per year, usually two years later on average. If that continues it should be craftable late 2018, but only if Jagex tries to be consistent and doesn't conveniently forget. For some reason they already fucked up and made thieving craftable before div.

Black Friday sales are strictly to alleviate the extreme impact of holiday shopping. Only places that actually get busy for Christmas actually need to put up any decent sales to speed up business beforehand. Anything else is just advertising, or stock liquidation, and likely undesirable.
